The Angel Clothed With a Cloud

As Revelation chapter 10 begins, a “mighty angel” descends from heaven, “clothed with a cloud: and a rainbow above his head, and his face was as it were the sun, and his feet as pillars of fire. . . . and he set his right foot upon the sea, and his left foot on the earth” 

Who is this character? Some people say that it's Jesus--but what does modern revelation tell us?
